Try a Restart
Sometimes Windows can get into a bad state or there could be a "stuck" install process still running. First just try restarting the PC and running the installer once more. If no change, try the below steps.
Using Microsoft's Fix it Utility.

Check Taskbar to Allow this Install
- Check the taskbar at the very bottom of the screen for a flashing shield icon
- Click the shield icon
- Allow the app to make changes
Installer Not Responding
- Due to changes in the Windows installer process, occasionally when installing after allowing the installer to make changes (above section) the installer will appear as "not responding", simply leave the installer running until the window disappears. Once the window disappears, the update or install is complete.
- Restarting the computer may help as well
- Can also try running the installer as an administrator
