As of August 2012, Microsoft launched Outlook.com, a new name and interface for Windows Live. Outlook.com now shows contacts almost immediately after syncing and does not exhibit the problem described below.

After completing a synchronization, new or changed contacts from your PC may not be immediately visible in Windows Live.

NOTE: If you are syncing through Windows Live to a Windows-based phone, this is generally not a problem, as it's just a display issue in the Windows Live web interface. The issue will not prevent contacts from properly syncing to your Windows-based phone.

Fix:

You can work around the issue by manually creating a new, fake contact record in Windows Live after completing a sync. This causes your Windows Live data to refresh, which will force any missing contacts to display immediately.

Otherwise, new contacts from your PC usually display within 24 hours after syncing.
