General: Contact limit for WIndows mobile 6.1 and 6.5

Symptoms:
Contacts don't add, Sync takes a really long time
Fix:
Apply a filter that limits the number of contacts synced.
Cause:
Windows Mobile 6.1 devices (Any NON-touchscreen) contact limit: 2000 contacts
Windows Mobile 6.5 devices (Any touch screen) contact limit: 6000 contacts
