Best ISP Proxies in 2026: Static Residential ISPs Compared and Rated

Published by
Prester Witzman

This is a Best ISP Proxies 2026 review. ISP proxies are the proxy that people use after their data center proxies are blocked and their rotating residential proxies change too frequently. What are ISP proxies? ISP proxies are static IP addresses that are associated with a consumer internet provider but are hosted on a server. ISP proxies will appear as a home IP address when visiting a website but will have data center speed and static IP addresses.

This Best ISP Proxies 2026 review is a review of 6 ISP proxy providers. Things to look at when comparing providers include:

  • How much does each provider charge for the full month per IP address?
  • Dedicated or shared IP address?
  • How much actual traffic will you receive?
  • Where are the IPs located?
  • How much can websites see about your connection?

All prices were taken from the providers’ pricing pages in October 2026.

Key Takeaways

ISP proxies are charged by the IP, not by the gigabyte. The price doesn’t really matter until you find out if it’s your IP alone, or what the fair use limit is.

So why are shared ISP proxies so cheap? Webshare and Oxylabs both start at 30 cents and $1.50 per IP respectively, but Oxylabs claim that each IP is shared with up to 3 users.

Dedicated ISP proxies are $2.50-$3.50 a month with low volumes. Proxya, Decodo, IPRoyal, and Bright Data are in that price range.

Who owns the IP is just the first part of the problem. Sites will check your operating system from the TCP packets you send and the one you claim in your browser, and many ISP proxies run on Linux servers.

What Is an ISP Proxy?

An ISP proxy is basically a static IP from an ISP’s network, but it is announced from a datacenter. So when you do a lookup for the autonomous system (the internet address space that the network is announcing), it will be the ISP’s name not a hosting company’s name.

This is why ISP proxies are sometimes called “static residential proxies.” They work like a normal household, they do not change every day. Rotating residential proxies change on every request or for a few minutes. Datacenter proxies have a fixed IP, but they are announcing from a hosting network. Anti-bot services will often flag datacenter proxies.

ISP proxies can be used for things that require a single IP for a few weeks. You may be running a store or a social media account, you log in every day to the dashboard, you check for ads for a specific city, or a bot that a target website will need to trust over time.

How We Compared the Providers

The six aspects we compare are:

1. How much will a small order of 1-10 IP addresses cost?

2. Can I get my own dedicated IP address or will it be shared?

3. What is the traffic policy? The meaning of “unlimited” is: “fair use policy”

4. How many countries can I get my IP addresses from?

5. How many different connection methods are there to connect to the service? HTTP, SOCKS5, UDP, and whether you can authenticate via whitelisting your server IP address or not.

6. What can influence the target service when connecting to me. e.g. can I affect the OS fingerprint, etc.

We don’t test the success rate of the ISP proxy. We are not trying to pass this off as something else. The success rate of the ISP proxy depends on the site you are proxying for, the request pattern, and the IP address the target gets. The last section will help you figure out the success rate of your ISP proxy before you commit.

ISP Proxy Providers Comparison

Proxya – 30 days per IP $2.50, volume discount per IP $1.50 per month on a yearly plan. Unlimited traffic, 9 countries, OS fingerprint spoofing.

Decodo – Smallest 3-IP plan: $3.33 per IP, volume discount per IP $2.00. Unlimited bandwidth, 19 locations.

Oxylabs – $1.50 per IP for 20 IPs, $1.10 per IP for 2,270 IPs and more. IP shared with up to 3 people, fair use 50GB.

Bright Data – $1.80 shared IP and $3.50 dedicated IP for 10, 100GB traffic each month per IP.

IPRoyal – $2.70 per IP for 30 days, $2.40 for 90 days plan, $1.80 rental for 24 hours, more than 31 countries.

Webshare – 20 IPs for $6/month, $0.30 each, $0.225 each if you have 10,000 IPs, mostly shared IPs.

1. Proxya: Dedicated IP with control of OS fingerprinting

Proxya offers a dedicated IP address for proxies that allow the user to control OS fingerprinting. It is the only proxy service in this list that allows the user to control the OS fingerprint. The price of each proxy is $2.50 for 30 days. If you want to pay for a longer term, you can get $6.50 for 90 days, $11.99 for 180 days, and $21.99 for a year. Proxya has a volume discount starting at 5 proxies and going up to 18% for 100 proxies. They also offer a term discount, so if you buy 100 proxies for an entire year, you will only have to pay $1.50 per IP each month.

Each proxy can only be used by a single customer for the term. You get unlimited traffic with no limitations on the number of connections you can open at once. This is a great service for scrapers or bots that will need many connections open on a server. Proxya will support HTTP, HTTPS, and SOCKS5 protocols. SOCKS5 will support UDP connections. You can connect to a proxy with a username and password, or you can add the IP address of your server to a whitelist so you don’t have to enter your credentials at all.

What is unique with Proxya is their OS fingerprint spoofing. The proxies are usually Linux, so when they send the TCP packet to the website they see the Linux OS as they get the TCP packet from Linux, but they are using a Windows browser, so when someone using a detection tool that uses p0f or whatever detects it, Proxya changes the TCP signature to Windows, macOS or Android for free. This allows the OS to be the same at network level and in the browser, and for account users that use antidetect browsers, this fills a gap in what proxy companies offer.

Proxya offer 9 countries to get static ISP proxies in, United States, Germany, Netherlands, United Kingdom, France, Italy, Sweden, Australia, Hong Kong. You can pay and have them automatically sent to you. If the IP is not working, they support you to get a replacement proxy.

Proxya does have a few disadvantages. The first is they only offer 9 countries (Decodo/IpRoyal offers a few more) and they are not always available, so make sure you check the buy page and don’t set a plan around a certain country as they do change. They only accept crypto payments, USDT, Bitcoin, Ethereum or other cryptos, no credit card payment. When you do a refund, Proxya puts it back into your Proxya balance, instead of to your wallet.

2. Decodo: Best for teams that need documentation

Decodo, formerly Smartproxy, provides 19 locations in the Americas, Europe and Asia, including Canada, Brazil, Japan and South Korea, with dedicated ISPs. Decodo’s cheapest plan is 3 IPs for $9.99 a month, plus VAT or $3.33 per IP. This reduces to $2.50 per IP for 200 IPs, and Decodo can sell you more than that at $2 per IP. Decodo provides unlimited bandwidth and simultaneous connections.

Decodo also sells shared ISP proxies. Decodo’s cheapest deal is $0.27 per IP and $1.30 per GB, and this is very good for just testing things. Decodo has some of the best dashboards and documentation on offer.

Decodo’s bad news is that the cheapest plan is 3 IPs, but it is also the minimum, so you pay VAT for all 3 IPs. Other ISPs can sell you one IP, e.g., Proxya and IPRoyal.

3. Oxylabs: Best for Large Scraping Projects

Oxylabs is best for large scraping jobs. ISP proxies are sold at 1.50 USD per IP for up to 20, then 1.40, 1.20 and finally 1.10 USD for IPs greater than 2270. The starter plan is 30 USD per month. Oxylabs is one of the best providers for receiving thousands of static IP addresses at lower rates.

Be careful when comparing prices with other dedicated IP providers. Oxylabs claims that ISP proxies are shared with up to 3 users. They claim to offer unlimited bandwidth, but once an IP address has been used for over 50GB of bandwidth then it can only be used in 10 concurrent sessions.

Oxylabs is good for large scraping jobs, but if you need to scrape data from accounts you will not want to use an IP address that other users are using.

4. Bright Data – Best for enterprise teams that need both types of proxies

Bright Data has both Shared and Dedicated ISP proxies, so if you need both, you can have all the proxies you need with Bright Data. Shared proxies on Bright Data cost $1.80 per IP, and Dedicated proxies cost $3.50 per IP for 10 IPs. At 1000 IPs, shared proxies cost $1.30 per IP and dedicated proxies cost $2.50 per IP. You have to order 10 IPs and over with Bright Data. Bright Data claims to have a pool of more than 1.3 million static residential IP addresses.

Each proxy has a 100GB fair-use limit per month. However, Bright Data’s pricing page states that additional charges may apply. The tooling, compliance, and account management are geared for large companies, so if you have a procurement team, this will be perfect for you. If you just need five proxies today, though, you might not be impressed.

5. IPRoyal: Best for Short Rentals

If you only want a single day of ISP proxies, then IPRoyal is the answer. You can rent it for a day for 1.80USD (for 24 hours). You can rent it for a month for 2.70USD (30 days), 2.55USD (60 days), and 2.40USD (90 days). IPRoyal has more than 500,000 ISP IPs across 31+ countries. You can choose between HTTP, HTTPS, or SOCKS5 protocols. UDP is available.

The IPRoyal pricing page states that their pricing includes a fair usage policy. It doesn’t mention how much data is included. If you’re planning on transferring a large amount of data, it’s best to reach out to their support team. The 24-hour plan is perfect for testing and short-term campaigns.

6. Webshare: The best budget option for light usage

The cheapest service of the list at volume is Webshare, which is a flat rate of $6 per month for 20 static residential IPs ($0.30 each). This rate reduces to $0.225 each if you buy 10,000 IPs. IPs can have unlimited bandwidth with fair use policy and up to 1Gbps speed.

The low prices have a drawback – Webshare IPs are shared. They are sold as such on Webshare and in their own FAQ page they write that private static IPs may be shared with a limited number of other users. This works well if you just want to check prices and do some light scraping, however it might not work for more complex processes like logging in and long term accounts. In that case it’s better to buy a dedicated IP.

ISP Proxy Pricing

ISP proxies are a great way to make sure you never lose an IP. They are billed by the number of IPs you order per month. Some companies charge for unlimited traffic, but others set a fair use limit to ensure both the ISP and customer are happy.

There are 3 factors that affect your pricing:

1. Exclusive IP (This means a dedicated non-shared IP address)

Bright Data – Twice as much as shared

Decodo – More than twice as much as shared

2. Quantity (Order size) All companies will lower the price per IP you order based on your order size.

3. Contract length

Proxya – More generous monthly pricing on long-term contracts

IPRoyal – More generous monthly pricing on long-term contracts

This is a critical factor if you know that you will be ordering the same IPs for 3 months or a year.

Although it may be attractive to go for the cheapest option, sometimes a customer may have already maxed out a shared IP on your target website. This means you will have to make a replacement request which will mean losing a day. Always compare the actual price of the IP type you are ordering.

How to Check an ISP Proxy Before You Buy

Steps to check an ISP proxy before you buy it:

Check who owns the IP: Look up the AS number for the IP and use a tool like a WHOIS or BGP lookup tool. Then check that the IP’s owner is a consumer internet provider, not a cloud hosting provider.

Check how the IP database you’re using categorizes it: E.g. IP2Location and MaxMind assign types to IP blocks. ISP proxies should be classified as ISP or residential, not as datacenter.

Check the reputation: Use a fraud scoring service like IPQualityScore or Scamalytics and see that a clean ISP proxy gets low scores. If you notice something weird with a brand new IP, ask for a replacement IP first.

Check the OS fingerprint: Look at a site that does passive TCP signature analysis (like one that is based on p0f). Then check that the OS level detection matches what’s reported in your browser. If your browser tells you that you’re on Windows but the OS level it detects is Linux, that should trigger a good anti-bot software.

Check in production: Before you buy in bulk, try to do the same requests that you’ll be doing with your proxy for a few days. No IP checker can tell you what a website is doing with a certain IP block.

Common mistakes when buying ISP proxies

The most common mistake of buying ISP Proxies is buying a Shared IP for Account work. Because if you have 2 people on a shared IP, they will have 2 accounts. The platform can match them by their IP and link the two accounts to the same person.

The second most common mistake is thinking unlimited is unlimited. Look at the fair use clause. 50 gb or 100 gb is enough for Account work but not enough for heavy scraping work.

The third most common mistake is checking IP but not the rest of the connection. Check Timezone, WebRTC leaks, DNS resolvers, TCP fingerprint and make sure it matches the IP location and the device you want to pretend to be.

Summary

This article discusses some key proxy services. ISP proxies provide you with an IP from an ISP that you will use the whole session and it will be fast, in datacenter speeds. You should consider buying dedicated IPs if you are setting up accounts or using the IP for a long time, and you should compare the price of dedicated IPs on the market to see which is the best one for you depending on how long you want to keep using the IP.

Proxya provides you with the ability to buy dedicated IPs with unlimited traffic, and control over the OS fingerprint. Decodo allows you to get more locations than Proxya, IPRoyal allows you to get dedicated IPs for only one day, and Oxylabs and Webshare are better choices if you are more concerned about the price per IP than your exclusivity, and Bright Data is better if you require enterprise-level contracts.

FAQs

Are ISP proxies the same as static residential proxies?

Yes they are the same product. An ISP proxy is a static IP address, associated with an ISP, being hosted on a server. Some companies call this product an ISP proxy and others an static residential proxy.

How much do ISP proxies cost?

ISP dedicated proxies for small volume will cost around $2.50-$3.50 per IP (as of October 2026), and ISP shared proxies start at $0.27 per IP through Decodo, and $0.30 per IP through Webshare. Most providers provide discounts for order for large volumes or long-term orders.

Do ISP proxies rotate?

No. An ISP proxy will always use the same IP address as long as the proxy is “rented.” If you want an IP address to be replaced with every request, you would use a rotating residential proxy.

Can websites detect ISP proxies?

Websites may know when you are using an ISP proxy. An ISP proxy is an IP address that is likely to be one owned by an ISP. Websites are able to look at the fingerprints of the TCP, the timezone, and the browser. If these all match then the ISP proxy will appear to be just any other user.

Do ISP proxies have unlimited bandwidth?

Some do. Proxya and Decodo are proxies with unlimited traffic on dedicated ISP IPs. Bright Data has 100 GB per IP per month, while Oxylabs limits sessions after 50 GB.
